Frankly, with modern computer controlled engines, so long as the sensors are all functioning properly, the need for catalytic converters is reduced significantly.

Actually, the modern catalytic converter helps control NOX, CO, and HC emissions - EGR just controls NOX in the engine, and O2 sensors simply monitor the oxygen levels in the exhaust. They're actually a very crude system that could use a little more engineering. Some engine designs actually promote types of emissions - Chrysler's "Hemi" engine produces a lot of NOX due to the combustion chamber design.

I honestly can't see hydro-electric hybrid cars producing enough water to cause a serious problem - for one thing there will never be enough on the road to cause a problem. You think the average working-class stiff is going to drop $40k on a hybrid when his/her 5-year old gas engine job is running fine? I know I'm going to back to a carbureted GM for my next clunker - no electronics, no emissions testing, cheap to work on and fix.
