How long after opening a dispute with a seller on paypal would you wait with no response before escalating the claim? So far I've waited 1 week with no response, as well as 2 weeks prior with since the last email response.
I have a total of 30 days (22 remaining) to escalate the claim so that paypal will make a ruling on it, if this helps at all

If I understand you right, you have 3 weeks since you've heard from him? If thats the case I would go ahead and escalate it. 3 weeks should be more than enough time for a response. If I'm mistaken than I would wait a total of 3 weeks.
