I'm sure something could be done in Java - it'd probably be slow and stodgy, but would be fairly platform-agnostic. I'm a Mac person myself, and my 1 year old already has an old iMac waiting for him (along with a Cookie Monster mouse - my wife fails to see the ironic humor). Running 10.4, the default browser (Safari) has a "parental mode" which will ONLY allow the user to go to sites which are linked on the links toolbar.
