I have never played this and don't know if you'll like it, but reading your criteria I immediately thought of watching this video. If wou want to get right to the action skip to 06:45.

I played the entirety of Bioshock and Bioshock 2 without using the plasmids or weapons, I used only the wrench or the drill. Lots of fun and a great story.

Red Faction guerrilla is fun, I really enjoy blowing up buildings and smashing stuff with the sledge hammer.

I remember buying Just Cause with my uncle, we played it for hours. I had a blast playing it and I kind of regret selling it.

Fallout: New Vegas was ok.. Not so good for me but a lot of people I know praise it like crazy.

I'm a huge fan of the Battlefield series, I'm sure that Bad company 1/2 should be cheap by now. The story on 2 was kind of meh, but I really enjoyed the first ones story.

It's not just the plasmids that turn me off to Bioshock; all the reviews I've read say that the shooting dynamics are pretty crude and that trying to play it strictly as a shooter is an exercise in futility.

After looking at a few reviews online, watching some videos, and shopping around for what's cheap, I just ordered "Singularity" and "Vanquish" for $10 total. They both look like they'll fit pretty well with what I'm going for.

I'll take that, and agree. It's not a precise shooter, by any means. Great game though.

How about Mass Effect or Crackdown?

Mass Effect can have powers but I tend to choose build outs that focus on weapons rather than powers.

Crackdown has some powers, for instance if you level up your guy you'll be able to jump higher and higher but you don't need to use them. I always liked playing it with friends when I could.

I am surprised about the Singularity pick it has at least two and up to four (subjectively) on your do not like/want list

Vanquish was decent

I know you said no creepy but I actually enjoyed Legendary

Not the best shooter but Bioshock always delivers on story, atmosphere, and art style.

I would also recommend [Prototype]. That was a fun Third Person Shooter / Platformer / Hack n Slash. No magic or anything but it did focus heavily on abilities gained through viral mutations.

Battlefield 3 (greater than any cod)
Borderlands 2 (especially if you have friends to play with or some of us)
Fallout New Vegas (a little buggy but lots of fun)
Haven't played these yet but I've heard great things about the new Tombraider and Bioshock Infinite
If you're into mmo's at all check out Defiance

What are the two (four) things? I know about the TMD wrist thingy, but it didn't look too convoluted or complicated. And since it gets used to solve puzzles, I can give it some slack as opposed to just being stuck in for "Ooh, magic".

Other than that, it sounds like a simple old school run and gun blast mutant Russians in the face kind of game.

But, if I hate it, it was only $2 anyway.

Just Cause 2 just amazing things you can do in this game just to screw around.
surf a plane attacht the grapple hook to another plane and try and fly it out...
-fly to the top of the game (tallest game I know of) and jump out of a helicopter
and try and get back in before you crash to the ground.
-etc etc

also if you want laughs and a ridiculous game just try bullet storm :P
