Looking for a solution to generate a printable form

OK, looking for a bit of help, but its a tad out of our collective abilities here at my company.

First off, we don't make signs, we plan out and design signage systems (for the most part) and provide graphics.

So, the task at hand is such... we have directories with a paper insert that would allow for a client to change text on their own and print out new copy, trim and update teh sign on their own.

in the past I have used Adobe Lifecycle to create a PDF form, which works very well. However, this only allows for the use of ANSII arrows, and not the arrow graphics we have as standard for some projects.

Would anyone have an idea of how to have either
1. PDF call from a bank of images with a selective pull-down
or
2. Generate this insert with a PDF or Flash form.

Our ultimate goal is to set up some process that is easy for someone here in the office to set parameters, and then create a user editable (as in copy and graphic arrow direction) form that we can either provide on a CD, host on our website, or email (in the case of flash) a single .exe file.

Of course if someone were to write a program we can talk about compensation, Im not asking for a freebie here Do let me know first so that we can get those detail figured out.
