Who Invented (Nelson) Bore Drop System?

Unfortunatly this is a question rarely asked by todays players. Most of us have never given it a thought. After spending some time in the old magazine section I think I have come up with the answer. I am curious how many of us old schoolers know the answer off the top of their head. Although I had my suspicions I couldn't say for sure until now. To make this fun, I only ask that you answer the question before you select the link, be honest, and please refrain from using your google-fu skillz. Spoiler Alert BOS you turkey don't read the thread till you vote!

I read about both of those markers a hell of a lot when they came out and I remember some advertiser making that claim.
