Why is everyone refering to these as "raincovers?"

When they first came out, I bought one for my PMI 3 as a "silencer"

It had cloth baffling, but it worked like a charm and I still have it today. Quiets down the marker signature to that of a quiet thump.

Is it a legality thing?.

In some states, silencers are legal for private citizens to own, even without a permit...but the ATF gets all antsy-in-the-pantsy when you ship across state lines.

BATF still considers these detachable plastic devices as suppressors and thus requiring registration as a class III device. Even though these units are clearly manufactured for paintball uses only, the BATF has determined that when attached to a firearm it will reduce the report of a bullet leaving the barrel and thus classified as suppressors. Apparently, BATF recently did make an exception for barrels and/or paintball guns with integrated suppressors. Regardless, the whole thing is inane that a few pieces of glued together PVC can be classified as a class III device.
