I have one of those loaders; it's a jam-o-matic. The tapered part just gives a place for two balls to wedge together- shaking often doesn't get it to start feeding again, you have to turn it upside down and back up again.
It's not unusual for it to jam ever eight to ten shots, either. There's a reason you don't see 'em like that anymore.
