I would suspect that you could cut a flange ring out and form the hoop and then weld it all together cheaper than you could get that rolled. Better yet, cut the top off the barrel for your hoop, tack on a bunch of pieces of flat bar around the bottom as the flange. Frind or cut the flange into a circle and remove the inside of the barrel top. It will take time, but the materials should be <10$. Not including bearings of course. For bearings I would reccomend against studs. Just use shoulder bolts ( stripper bolts) sized for your bearings. For all of that, since it isn't realy needed to support much weight, drill bushings over regular bolts with lots of grease should suffice ( cheap and cheerful). have fun!
