Non-Cartridge Valve Dissasembly

I was recently able to get a hold of a non-cartridged PGP, and I am now in the process of replacing the seals in the valve as it is leaking. I recently purchased a valve tool from PPS, and have been following the directions for taking apart a non-cartridged PGP on pgpog.org, but the step where you thread the tool onto the valve and then pull it out isn't working out so well for me. Im pulling pretty hard, but not too hard as I don't want to break anything, but its still not coming out. Any suggestions? Thanks.

there is a lead seal that should be picked out first, then it'll pull out. i've pulled them with the lead seal still in sometimes. you just have to pull hard.
