Sterling will not cock

I'm new to sterling and figured before I tear apart this sterling I would just ask. I pump my sterling and nothing catches. Any ideas on how to adjust or fix this so the trigger catches?

Try putting some air to it. I swapped out valve springs & it went from catching every time to only catching with air.
