Low Velocity Issues!

I have a couple of Tribals that are giving me headaches.
First is a Twister with a Chaos board. 2K6, I believe. With a palmers LPR.
And a Vigilante hpr.

Second is a Fluster, stock AOC and board. Stock regulator.

Both are doing the same thing. I can't get the velocity over 260fps. If I adjust the hpr to much, the velocity starts dropping.
Both the Lpr and Aoc are set at 130psi right now. I've tried upping the dwell. It seems they both get the max fps when at 17ms on the dwell. If I go higher, the fps drops.
I have other Tribals that are doing just fine with all the same settings.
Any words of wisdom?
I'm probably missing something silly, but if I don't ask, I don't learn.
