Some kind of Sheridan plug?

Found this in the parking lot as I was leaving today.
Reminds me of the feedplugs on the PGP I used to have, but the center bit intrigues me. It looks like something was inserted into the center, then broken off.
Any ideas?

God I love '90's ingenuity. All our new guns work, so a lot of that good stuff is lost.
