I'm so confused why this is necessary instead of just putting the marker in the hands of an instructor

At the very least . That looks like an e bolt rammer set up on it. I'm not sure how the board itself works.

I'm genuinely curious as to what logic they have, and or what I put signals are needed on that cannon plug to run the servos and solenoid remotely. it could be a fun project.

I wonder if the officer is firing live rounds and this thing is meant to shoot at movement. So basically a snap shooting type drill. My only guess and it is just a guess.

That's not a bad guess. I hadn't thought about the officers possibly using live rounds

We were close... found info here:

                  Posting for posterity:

                  THE PROBLEM
Police Officers, Government Agents and Military Personnel do not make effective use, if any, of cover during gun battles or “Fire Fights”
Countless unnecessary deaths in these sorts of Close Quarter Encounters bear out this premise. These deaths are unacceptable in terms of loss of an effective, much needed battle asset as well as the obvious tragedy of the loss of a life.
Well established psychological tenets teach that there is no natural instinct to use cover. To counter this, an artificial instinct must be instilled into the warrior. The natural instincts to hold ground or charge must, for obvious reasons, be “overwritten”. Proper Use of a return shot system will do just that. It will train them to overcome their own, inappropriate, natural Instincts.
                  ADDITIONALLY
While Static firearm training is effective, proven tools for increasing marksmanship, as real as you make it though, you know that there is an important element missing. Adrenaline.
Adrenaline changes everything. Virtually every fine motor skill practiced at the range goes out the window. Well practiced basics all too often are lost in the heat of the battle.
The opportunity for the student to see how it affects HIM is an eye opening experience like no other.
To be sure that the lessons are “well kept” it is beneficial to teach with the tool in a variety of environments. These would include Simulator training, shoot houses, field work and other environments you may use.

                  The Solution
Use of a Return Shot System will help instill an artificial instinct to use cover.
GTS Return Shot Systems quick set up and portability makes this system easy to move and use in shoot houses, indoor and outdoor ranges, training classrooms and with any training simulator.
Galileo Systems GTS Return Shot Systems provides a simple, safe and very effective way to communicate the urgency of proper use of cover in an atmosphere intense enough to make sure that the lesson is well remembered
                  Proper use of Cover
The first choice the student faces is cover vs. concealment. After they’ve taken fire and made the decision to take cover, they must learn not to move for the first object they see. The second issue is “Hugging Cover”. When behind cover, there is a misguided tendency to move as tight against it as possible. Moving back from cover allows the students to return fire while presenting themselves as less of a target.
Galileo Training Systems has taken a proactive approach in helping you to teach proper use of cover. Use of a Return Shot System will help instill the necessary
artificial instinct to use cover effectively.
                  .
                  Teach them to :
                  Move to cover
Proper use of cover ( Don’t Hug Cover )
                  Return fire under extreme pressure
Return fire with support hand or other wounded but stay in action drills
