Is there a delay on when the system allows you to send a pm or should it be authorized immediately after the requirements are met? Still getting unauthorized pop ups; curious if i just need to be patient...

Pretty sure your authorization is just held up at customs. Someone will surely strap it to the next available northbound moose.
