Is it possible to change the error message that pops up? All it says when you try to PM is that you don't have have access, might be helpful to list the requirements there so people don't have to hunt down this sticky.

Is there a delay on when the system allows you to send a pm or should it be authorized immediately after the requirements are met? Still getting unauthorized pop ups; curious if i just need to be patient...

Pretty sure your authorization is just held up at customs. Someone will surely strap it to the next available northbound moose.
