About as telling as the fact that they didn't use a linear magazine either. That is... probably not at all. It could have been a totally different set of people working on the stuff. Seems like it's too difficult to speculate.
Well, with pepper balls you really don't want a chop, and a cylinder has a better chance of functioning through a round failure.

We can afford more of those risks.
