Pull the good regs off the 3k tanks, eBay them and recycle all the 3k tanks.

Hydro and keep one of the 4.5k tanks, sell the other.

Just remember a 68/4500 contains as much energy as a typical grenade (just did the math: 1 and a half M67s), and it makes it easier to let go of a tank that could have fatigued its way to fragility. As said before, expiration dates are for our safety. Disappointing, though, when I only get 50-100 cycles on a tank in 15 years, and they're designed to cycle 1000s of times.

This is likely why the canadian laws were changed so they no longer expire, and don't even need to be rehydro'd anymore! Just pass a visual inspection before filling. Some fields still follow the old rules, insurance reasons as likely as not knowing about the change, so your mileage may very in practice.
