I have a battery powered mower so it does not really matter, but I try to wait till 8 or 9.

8am is just about when the dew has left the grass so it is easy to cut, and before the heat of the day starts ramping up.

Best time to mow.

Or 5pm after the heat of the day.

Screw neighbors, it's all about making your yard gloriously better than theirs.

All the landscapers that worked where I grew up started at 7am. It never bothered me because thats when normal people (not me, ever, but still) start their day.

If they cant take a little noise, screw em.

around here the trash service usually runs at 3:00 a.m. and you can hear them for about 10 blocks and this is in the middle of the week.

It's best to check your local noise ordinance.

Aside from that aspect, it is generally desirable to let the dew burn off before you mow. Wet grass doesn't cut as well and builds up under your deck.
