What he's saying, and I agree, is that:
1. The image is captured well in terms of photographic technique...it is in focus, well exposed (for creative effect), the color looks nice, and there's even some compositional balance between right and left.
2. The composition of the image is a little disorienting. Whenever you turn your camera and create an off-angle horizon like this, it creates a sense of tension and motion. In some images this is complimentary, in others, less so. Also, that off-center framing can be either mild or extreme--this is more extreme.
I think the reason this image is disorienting to me is that the cars are all stopped at a red light, which implies no motion...but the image is framed to imply forward motion. This is subtle, but all images play on the mind in subtle ways...

there is alot of subtle ways pics talk to people and how your mind perceives it
it may not be apparent to your self but with a little knowledge you can change a photo to tell your story
