Dumb newb question regarding these since I have never seen one, is the fin section on those biodegradable and made of the same gelatin as the paintball shell?

No, the shell is not biodegradable. It's made of a real plastic. The shell on FSR is also not gelatin, I can't remember its exact composure.

I didn't realize it was photodegradable that's cool!

Note that only means they degrade in light faster than normal. But faster does not necessarily mean fast.
