When hooked to a lower board should a Parker noid click or does it have to also have an eye connected?

It was originally in a Nerve but I would think it would work the same. I don’t have an eye handy to test it with. It turns on but the LED is dim. I can't seem to disable the eye or make the noid click. I tried a couple of batteries. There is no visible damage to the upper board.
