is the gun usable without that c shaped steel insert and if not, what size is it so i can replace it?

I've never tried it but it should work fine? I think the insert is just there to help with re-assembly. It doesn't seal anything and both the piercing end piece and the brass sleeve align against the bottom tube.
Worst case it doesn't work and you waste a 12 gram...

it's a lead ring to hold the valve in place during manufacturing.
This mean this valve have never been rebuild before ...

Ho, and it belongs in the trash, it's not needed and get in the way of a rebuild.

Keep that!
it keep the front and the back lineup and keep the valve spring centered.
Clean it with some light sand paper or scotch bright.

It F500-1 on the layout drawing.
