Yep, like the others have said, cockers are essentially low pressure guns. The can run anywhere between ~200 psi and ~400 psi, depending on the internals (valve, springs, etc) you have in there. You can eliminate the high pressure regulator (HPR, this lowers the pressure from the tank into the gun, similar to most guns today). The problem with getting rid of the HPR is that the only way to adjust the velocity will be with the springs and IVG (internal velocity governor). Whereas with the HPR AND the springs/IVG, you will be able to find the "sweet spot", it allows you to dial in the velocity a lot better.
