Negotiating with CL people 101:

Light a cigarette when you get out of your car.

Start your offer at <1/3 of their asking price and go from there.

Always have the cash in your pocket and don't hesitate to pull it out and wave it around for him or her to see. Nothing pisses me off more than someone trying to negotiate without cash in their hand.

Don't beg, by any means, but inform the seller of all the issues and expenses you're going to have trying to fix or repair the item (even if it's perfect).

If you can't make a deal, don't get emotional because that'll only cost you more money. Pass on it if he's firm on his price, he'll call you back a few days later after no one else comes to see it.

That being said, offer the guy a maximum of $40 for that setup and cite everything wrong with it.
