They are free. Don't think they want people going in, grabbing them and using them as moving boxes or anything, but guess that was my point that they were already used. I'm not trying to reuse the postage or anything, just seems like a waste when I could reuse them. Which I often do when I am able to afford the higher Flat Rate fee.
