Yes but it can never be considered a 3 way, in fact if you look at any supplier of pnumatic parts outside of paintball it will always be called a 4 way if the exahse ports ar not threaded (if they are it can get interesting. If you order a 3 way, you will get a valve that has an input an output and an exhaust for the output, or a valve that has an input and two outputs with no exhaust ports. You'll never see what is referded to as a 3 way by WGP sold as one from any respectable supplier of pnumatic parts
