Ok I have a really noobish question. I know one of the main differences between a Bob Long Vice and Protege is the lpr. So my question is, can a lpr be fitted to a Protege?

I think he means low pressure regulator.

The only difference between the Protege and the vice as far as I remember were:
Board (Vice had Tadao)
Vice came with a pillow bolt
They may have had different triggers too...can't remember.
They both have LPR's but the vice's is milled differntly, internally they're the same.

To remove the ram sleeve. Take the ram/bolt out, then take the LPR off, and then the frame. You'll see a giant setscrew right in front of the solenoid. Take that screw out. You can either use a wooden spoon, a dowel or just some macroline and feed it through the ram area. With the macro you'll either catch the lip of the ramsleeve or pop the poppet out. The ram sleeve will come out the front.
And to answer the OP question. Their milling is different. The Vice came with the Pillow bolt, Tadao, and the current Bob Long feedneck. The Protege had a stock bolt, Frenezy board, and a twist locking feedneck.
