A mill with a ball end cutter or a router is your only real option. Neither option is "cheap" but will be the only way to get the results your after. Look into "inletting" which is what the operation is called.

By hand the old way.

Or, make a router table with a 'fence' to guide the stock (not easy due to stock taper, or guide by hand) with a proper set router bit. That's the power way if you have access. Test on 2x4s before moving forward.

How on earth would you use an auger bit? Do you drill a hole and then split it?

I inlet mine with chisels. Started drawing the limits of the inlet and a centerline. I started gouging toward the centerline with a flat chisel (this would prolly have went easier with a regular gouge, going parallel to the centerline). I finally ended up with more or less a v shaped channel. I used the tube that was the same size at the inlet with sand paper wrapped around it to finish it to size....If you go a little too far, you can fill in with wood putty or epoxy....

Gorgeous job on the M-1 Carbine....

I took the blade out of a cheep 1" block plane and ground it into a semi circle then I set it in a bench vice so that it was sticking straight up and most of the blade was below the jaws of the vice. I drew the stock across the blade until the wood rode on the jaws of the vice. Next I raised the blade 1/16 or so and repeated the process until I was satisfied with the depth of my cut.
