pm B he deals with the stuff a lot for making bike frames.. I'm sure he will have good advice. But I would think, maybe tape both sides, see about supporting the indside on the portion of the barrel that you are keeping and go at it with a hacksaw with very very fine teeth. E

The best way to do what you want to do is with a Dremel and abrasive cut off wheel, followed up by sanding with 320 grit wet dry sand paper. Please understand that I have worked with carbon fiber for years now. Though I have never been involved in the process of creating the composite plates or tubes themselves, I have cut over a thousand small intricate shapes from pre-made plates and literally have pounds of carbon fiber dust in the bottom of my dust collector to prove it. In this time, I have tried many different ways to work the stuff and found that abrasives are the way to go. You should get great results if you tape the barrel to guide you, (you are not cutting ON the tape, but rather next to it using it only to establish a true line that is easy to see) and then take your time with the 320 grit to true it up. Go slow with the sandpaper as it will remove material fast even with such a fine grit. Be sure to protect your lungs from the dust though.
