Fit the joint so it's a nice close fit. If you file or sand the sight rail be sure to scuff it well on the joint face with really coarse sandpaper. Use some brake cleaner spray to really ensure both surfaces are totally grease and oil free. Use a regular epoxy glue, not one of the putty types. Mask off the joint area on the body (being careful to not touch your fingers on the degreased area) and then put a very light coat on the body and the sight rail. Squeeze together enough to get out any air bubbles and to ensure the two films mate completley then tape the sight rail in place so it can't move. As mentioned with epoxy you NEED a small joint thickness for best strength so do not clamp heavily. But the joint thickness only needs to be in the order of the same thickness as a couple or three sheets of writing paper. That's fairly thin in most folk's thinking.

In reality its not that precise. Head yourself down to the local auto parts store, nab some 2-3k psi two part epoxy, mix up a dab and apply it to the concave portion of the site rail and affix it to the top tube with a few rubber bands.

Bubbles and paper thin layers of film are of no concern. If you apply too much just wipe the excess off with a mineral spirits soaked rag.

I had a Pug where the site rail fell off. JB Weld did the trick for me. No matter how hard I tried to pry it apart by hand, it never came apart. Never tried a mallet though.

splattttttt I wasn't goin to google "chubbin" because I assumed it had to do with fat. The lard type, not the fun stuff. But what ever feelings Jeff's experiencing, then they must be of the fun like stuff...
