As much as I appreciate what that guy did, I've always found the cheesy "newsman" narrator and sound effects overdubbing annoying...

I'm pretty sure the split decision to stay or back off was based on what they saw and had any one of the guys that backed away were in the front, they would have stayed. The guy in the front is the only one that had a clear view of the inside of the bank and the situation was favorable to stay there. The other guys can't see exactly what is going on, it would be dumb to run into the line of fire.

If you watch the closeup carefully, you can see that the hero returns fire as soon as the door shatters. Then a shot from the inside hits the wall on the right. I'd say that the hero saw the suspect raise his gun to shoot at him and the first return shot had hit the suspect. The second shot(out the right side) was fired as the suspect goes down. No need to run away.

I agree. If you can't see/assess the situation firsthand, best thing is to do is to back off for those who can. They knew he had pipe bombs, so they might have thought he had used one/threw one at the window. Guy in the front was the only one to see the situation as a whole.

Perhaps that's true, however I seriously doubt they thought he threw a pipe bomb, considering the fact that you can hear the shotgun fire and it would take a LOT of force to throw something at such a speed that it would brake the glass. I understand you might have been implying that he shot the glass out and then threw the bomb but it should have been enough time for the team to react, they are swat...
