I've had quite a few boxes like that as well, CJ. One box of 25 that I had, there ended up being at least 5 or 6 duds. Some however, have no issues at all. The last box that I got for the weekend worked well, no duds and fills were pretty consistent. I would reckon that they have multiple places where they are manufactured, and quality control varies at each place.
