1911 grip panel problem

So, I ran into a problem with aftermarket 1911 grips that I purchased for my 45 grip frame. The holes don't line up. I made sure to do the research and purchase the full size/government panels, but it's no good. It's quite disappointing because I spent a lot of time trying to find a proper match.

I don't know if I should even attempt to sand the holes down a bit to try and make it fit.

Has anyone else had this problem, where the bottom hole is lower than it should be?
Is this normal?

That is more likely an issue with your grips than the frame itself.

I wonder if your stock is pushing the grips higher than they need to be.

I put the grips on CCM 45 and Empire Trracer 45 frames, and they fit fine.

I measured the distance between holes on the Phantom frame and they are a little bit over 3-1/16" (which is the 1911 size). The grips appear to sit flush with the bottom of the grip frame. However, I took the l-stock off based on your suggestion and see that the sides of the l-stock go up onto the frame a tiny amount to help keep it centered.

Without the l-stock, I was able to attach the grip panels using button-head screws, but just barely. It looks like I'll have to grind down the bottom of the grips a tiny amount if I want to use the l-stock.
